Rep. Orr Files Priority Bill To Ban Diplomatic Relations Between Texas Cities And Foreign Enemies

Austin, TX–Today, State Representative Orr filed HB 128 to ban sister city relationships with America’s foreign adversaries, including China, Russia, Iran, and North Korea. A sister city relationship is a formal diplomatic partnership between two cities for the purposes of cultural exchange and social influence.


Currently, six major Texas cities have a sister city relationship with a Chinese counterpart, including Fort Worth, Austin, Houston, and San Antonio. This is alarming considering China, Russia, Iran, and North Korea have greatly strengthened their alliance. They are actively plotting to undermine the United States in every way, posing a grave threat to American security and economic stability.


“It is simply unacceptable to allow the Chinese Communist Party and other foreign enemies to directly influence our cities,” Orr said. “We must reinforce President Trump’s commitment to restoring America’s respect on the global stage and security here at home. Banning these sister cities is essential to safeguarding Texas and preserving both American culture and our economy. I am thankful to have the support of Speaker Burrows to make this a priority in the Texas House.”


Angelia Orr is a rural conservative fighter who chairs the House Appropriations Subcommittee related to health and human services funding, as well as a member of the Culture, Recreation, and Tourism committee. She is honored to be serving in her second term as State Representative for Texas House District 13, representing the good people of Bosque, Falls, Freestone, Hill, Leon, and Limestone Counties and a portion of McLennan County.
