Real Property Tax Relief
Property taxes shouldn’t force families out of their homes. That’s why Angelia Orr is delivering real, lasting relief for Texas homeowners—not just talk.

When Orr first took office in 2023, the homestead exemption was just $40,000. In just two legislative sessions, she helped pass laws to raise it to $140,000—more than triple the original amount. That’s real savings for Texas families.
​
Orr also supported landmark legislation that delivered $51 billion in property tax relief—the largest in Texas history.
​
She’s also addressing the high taxes small business owners face. As a small business owner herself, Orr helped raise the personal property tax exemption for small businesses from $2,500 to $125,000. For many of the local mom-and-pop shops that call our community home, that change could completely eliminate their personal property tax bill—freeing them up to grow, hire, and thrive.

While some politicians throw around the phrase “eliminate property taxes” as a talking point, Orr is taking action. She co-authored a bill to study the responsible phase-out of property taxes—because she knows real solutions require real work. Her approach is practical, grounded, and focused on results—not headlines.

She’s also fighting to rein in runaway appraisals, protect homestead rights, and stop local governments from using loopholes to raise taxes behind closed doors.

Border & Immigration Enforcement
Angelia stood up against the Biden Administration and didn’t wait for Washington to act. Since taking office in 2023, Angelia Orr has fought to protect our communities by supporting over $10 billion in border security funding, including:

These investments have made a difference: over 530,000 illegal immigrants apprehended, more than 50,000 criminal arrests, and 622 million lethal doses of fentanyl seized—enough to kill every person in the U.S., Mexico, and Canada.

Orr helped pass the 287(g) program, empowering Texas sheriffs to partner directly with federal immigration authorities. This law, praised by President Trump, ensures that illegal immigrants who commit crimes are flagged for deportation and removed from our streets.

She also co-authored House Concurrent Resolution 40, urging Congress to reimburse Texas for securing the border when others wouldn’t, and backed $46 million in prosecution grants to go after traffickers and smugglers.
​

Make Texas #1 in Education
As a former school board member and co-author of HB 2—the largest single investment in Texas public education history—Angelia Orr is leading the charge to strengthen Texas schools, especially in rural communities like ours.

She understands that in small towns, schools are the center of community life—not just places where students learn, but where families gather, teams compete, and neighbors connect. Orr is making sure our rural schools have the resources they need to thrive.

Thanks to HB 2, schools districts in House District 13 will receive an average of $3,100 more per student in the upcoming budget cycle. The bill also delivers $4.2 billion in permanent pay raises and incentives for teachers and school staff—because supporting educators is key to student success.
​
She also helped pass SB 1786 and HB 120 to expand career and technical education, dual credit programs, and rural workforce partnerships—preparing students for high-skill, high-wage jobs without the burden of a four-year degree.
​
But Orr knows that a great education is about more than academics—it’s also about protecting the values that make Texas strong.

That’s why she proudly supported SB 10, which requires the Ten Commandments to be displayed in every public school classroom, and SB 11, which guarantees a voluntary daily moment of prayer or Bible reading. In a time when faith are under attack, these laws put Texas values back where they belong—at the heart of our schools.

100% Pro-Life
Angelia Orr is a Christian mother and grandmother who stands firmly for the sanctity of life, holding a 100% pro-life voting record and fighting to protect the unborn at every turn.

She co-authored HB 1806, which stops cities like Austin and San Antonio from using taxpayer dollars to fund abortion travel — a law now signed by Governor Abbott. She also co-authored HB 5510, aimed at expanding the Texas Heartbeat Act to combat illegal abortion pill trafficking and allow wrongful death lawsuits for harmed women. Though it didn’t pass this session, Orr is committed to pushing it forward in the 90th Legislative Session.

Orr joint-authored HB 44/SB 31, which clarifies pro-life laws, requires ongoing education for physicians, and helps prevent liberal activists from undermining Texas’ life protections. She supported SB 1207, adding adoption education to public school health curriculums — both now headed to the Governor.

As Chair of the Appropriations Article II Subcommittee, overseeing health and human services, she fought to block anti-life measures from Democrats and pushed for increased funding for pro-life programs.
​
She authored the Thriving Texas Families Budget Rider, securing an additional $60 million in funding for the program across SB 1 and the HB 500 supplemental budget. She also authored a $4 million budget rider to support the Texas Baby Moses Hotline and a public awareness campaign about the Safe Haven Law, which provides a safe, legal option for parents to surrender newborns anonymously and protects infants from abandonment or harm. These efforts ensure that women facing crisis pregnancies have access to vital resources and know they have options.

Support Farmers & Ranchers
Angelia Orr is a 7th-generation Central Texan who knows agriculture is more than a business—it’s a way of life. She lives it and fights every day to protect Texas farms and ranches.

When a labeling mandate threatened Texas farmers’ use of common herbicides atrazine and glyphosate, Orr stopped it—knowing how harmful it would be to the industry. The Texas Farm Bureau praised her for standing up against unnecessary regulation.

And that’s just one example.

In the Legislature, Orr has delivered for farmers and ranchers:

SB 17 – Blocks hostile foreign entities—like the Chinese Communist Party—from buying Texas farmland and infrastructure.

HB 43 – Strengthens the Texas Agricultural Finance Authority, helping young and small producers access financing to grow their operations.

Right to Farm Act (2023) – Protects producers from nuisance lawsuits and overregulation. When city activists come after agriculture, Orr stands firm.

SB 1399 – Exempts animal feed from personal property taxes.

Opposed High-Speed Rail – Stood against eminent domain abuse and land grabs that threaten family farms.

Stand with First Responders
Angelia Orr knows that first responders are the backbone of our communities—especially in rural areas where every call matters and backup can be miles away. These men and women put their lives on the line every day to protect us. She stands with them 100%.

Orr backed Texas’ strongest bail reform package ever to keep dangerous criminals off the streets and hold them accountable. These reforms put bail decisions for violent offenders in the hands of elected judges and ban the use of taxpayer money for bail bonds.
​
Orr has authored and supported legislation to ensure first responders get the respect, resources, and support they deserve. That includes HB 1828, giving legislative leave to correctional officers; SB 502, strengthening protections for peace officers in health and human services; and HB 3000, creating a rural ambulance grant program that means faster emergency response in her district.
She’s also backed laws to:

Strengthen Rural Healthcare
Angelia Orr is the leading voice for rural healthcare in the Texas Legislature. As Chair of the Appropriations Subcommittee overseeing nearly one-third of the state budget for health and human services, she ensures House District 13 has a seat at the table when major funding decisions are made.

Texas leads the nation with 21 rural hospital closures over the past decade. In many areas, pregnant women must drive hours to reach a hospital, putting their health and their babies’ at risk.
Orr is stepping up to the challenge. She co-authored HB 3000, establishing a $90 million Rural Ambulance Grant Program to improve emergency medical services and save lives.
​
She also helped secure $100 million in HB 18 funding to stabilize rural hospitals and expand critical services like pediatric mental health, maternal care, telehealth, and staff training.
Additional budget wins include millions for Medicaid rural hospital rates, mobile women’s health units, stroke units, mental health outreach, and telepsychiatry.

Out of dozens of clinics statewide, only five mental health centers received targeted funding this session—and Orr secured it for one right here in House District 13.

Preserve The 2nd Amendment
Angelia Orr is a proud gun owner who understands firsthand the importance of the Second Amendment. She’s standing strong to protect responsible Texans from politicians who want to chip away at their rights with unnecessary restrictions and ineffective programs.

This session, Angelia supported commonsense bills that defend gun owners, including:

Secure Texas Elections
As a former elections judge, Angelia Orr understands firsthand the importance of fair, transparent, and secure elections. She’s committed to protecting every legal vote and making sure Texans can trust the results.

Orr supports strong, commonsense reforms that improve election security and prevent fraud, including:

HB 1661: Increases penalties for tampering with election supplies and interfering with voting, helping deter fraud and protect the process.

SB 1470: Requires the Department of Public Safety to share data to keep the voter registration list accurate and up to date, preventing duplicate or invalid registrations.

SB 1862: Improves interstate communication to stop illegal voting by people registered in multiple states.

SB 2166: Ensures voting machines are thoroughly tested and verified for accuracy and security.

SB 2753: Modernizes voting procedures by integrating early and election-day voting, speeding vote counts and increasing transparency.

SJR 37: Proposes a constitutional amendment that clearly states only U.S. citizens can vote in Texas. This stops cities or local governments from allowing illegal voting by non-citizens, protecting every Texas ballot.

SB 985: Allows election officials to combine smaller precincts to run elections more efficiently.

Protect Our Children
It’s a battle out there. Radical activists are trying to take away our children’s innocence, pushing harmful and explicit content in taxpayer-funded schools, libraries, and online—often without parents’ knowledge or consent.

As a Christian, mother, and conservative, Angelia Orr believes parents must have the final say in what their kids are exposed to. She has passed strong laws that:

Give parents full access to school library catalogs and establish local advisory councils to oversee content.

Ban schools from pushing social transitioning or harmful ideologies on kids without parental consent.

Crack down on obscene material involving minors and close dangerous legal loopholes.

Increase transparency and hold schools accountable for protecting students from sexual misconduct.
And as co-author of the landmark Texas law banning gender modification surgeries on minors, she stands firmly to protect children from irreversible harm.

Defend Rural Water
Water is more than a resource in rural Texas — it’s life itself. For generations, families and farms depend on reliable water from aquifers and local systems to survive and thrive. But Texas is growing fast, and water supplies are under serious threat.

Angelia Orr helped lead the fight in the Legislature to secure lasting solutions — not short-term fixes — to protect rural water. She co-authored House Joint Resolution 7 and supported Senate Bill 7, which provide critical funding and stronger oversight to repair aging infrastructure, develop new water supplies, and safeguard aquifers. These measures rely on voter approval of a constitutional amendment this November to guarantee dedicated funding for decades.

The battle to protect water isn’t just in Austin. Orr is working closely with officials in Marlin and Falls County to bring lasting solutions to their water crisis. She’s also standing with Leon County and other rural leaders to oppose permit applications that would drain shared aquifers and threaten water security.

Secure The Power Grid
A reliable power grid is critical for Texas families, farms, and businesses—especially during storms and extreme heat. Angelia Orr supports strong measures to improve grid reliability, protect infrastructure, and ensure Texans have affordable energy.

She backed key legislation including:

SB 2148 to secure the electricity supply chain and prevent disruptions;

HB 14 and SB 1535 to develop a skilled workforce for the growing nuclear energy industry;

HB 3809 and HB 3824 to regulate and remove unsafe battery energy storage facilities (BESS), with strict fire safety standards;

SB 231 to allow temporary emergency electric energy facilities when needed; and

HB 3228 to ensure responsible lease agreements for wind and solar power projects.
